Tag support

Hi,

It came to me as a surprise that despite graphite-api being in 1.1.x, it doesn't support tags when querying for metrics (or at least doing `/render?target=seriesByTag('sometag=someval')` doesn't work).

Is this feature planned for the future or must somebody do a PR for it ?
