Are there any requirements for the Wi-Fi receiver?

I used a USB WiFi receiver that supports listening mode, but it seems that I couldn't receive the RID data.Is it because of the Windows system?

There i sno special requirements. Windows supports DRI receiving. Probably your device does not advertise DRI, or use Bluetooth for DRI advertisement or use different frquency or use Wi-Fi NaN which is not supported by Windows.
