[Feature Request] Windows support for Bazel

Feature description:
As of v0.5.0, protovalidate-cc has gained preliminary support for building on Windows, but only with CMake. We should eventually add support for building on Windows with Bazel, too.

This should not be a huge challenge. Some work will need to be done upstream for cel-cpp to make this possible.
