bundles are built concurrently when parallel=false #1
Description
createBuilder isn't respecting the parallel option when false.
This can be observed by building more than one app. Even when building many apps, the cache files and output files are all created at the same time and similarly sized bundles finish around the same time.
When parallel is false, we would expect bundles to be created only after a previous bundle is completed.
