Suggestion to create 'library_variable_has_codelist' similar to 'define_variable_has_codelist'

Adding this metadata variable will align the possible functionalities between define and library more. In case the check is against the library and not against the define.

We have SEND49: "The SENDIG will identify when a CDISC published Controlled Terminology Codelist applies to a variable. If a CDISC published Controlled Terminology Codelist exists it must be used.".
I will check whether we already have test data, and if not, generate some, and then attach it here.

@SFJohnson24 Yes, we have a few rules (SEND49 is one of them) that state that the variable value must come from CDISC-CT, without having to look into the define.xml. SEND is often stricter than SDTM in this matter, i.e. extending a codelist is more often not allowed.

variable["ccode"] = codelist_code

library_variable_ccode is grabbing the _links.codelist[0].href for the variable. If it exists, it populates the variables with the variable's ccode. Otherwise it stays an empty string. Is is not functioning properly? We can add an existence property quite easily but I am curious if using nonempty operator works?
