functionality for retrieving a list of domains for a specific IG and version

We may need functionality to retrieve the list of domains for [a given class for] a given IG and version from the CDISC-Library.
This would allow us to rules like FB1101 "All Trial Design datasets as listed in the corresponding IG should be submitted".
Please note that this rule is still under consideration (by Nick).
