Functionality requested: add an Overall (or General, or Across) Data Package Sensitivity to report results.

Currently, the engine allows Dataset and Record; however, there is a need for checks to be performed for the overall data package been checked and results to be reported as a package summary, not at dataset or dataset record level.

Requested to support better implementation of FDAB011 and similar types of rules.
