Better error handling for the Library Tab

When a test is submitted from rule editor with an invalid Library Tab, the engine is not giving a helpful error message.
For example, with adam rule 1, if the library tab contains for product, version:
adamig 1-3
instead of:
adam adamig-1-3

part of the reason for this was the 500 error being sanitized by Azure. I have updated the error handling in editor to display a stack trace #1470 This helps when the library tab is not correct. If we would like to add a specific library exception capture -- let me know @gerrycampion and I can reopen this. Otherwise, I am going to close this issue
