Benchmark baseline testing - Github Action

We are able to run the benchmark tests in github actions using the benchmark test data.
The tests should be triggered by manual workflow dispatch
The tests should run ubuntu-latest, windows-latest and macos-latest
The tests should use the standard Github-hosted runners
The output report should be uploaded as an actions artifact to be available for download
