Schema for Excel metadata file

Create a schema for an Excel metadata template file since we will be adding a capability to load the DDS from Excel metadata.

Added example typescript definition for the template Excel file. Can we discuss during the meeting what we want to do with it. Probably we convert if from TypeScript type definitions to something different.
