Bug: Simulation parameters main settings scrollbar always auto scrolls to bottom

Summary:
The scrollbar within the "Simulation Parameters" main settings window (accessed via Alt+4) always automatically scrolls to the bottom. While I can temporarily drag the scrollbar upwards, it snaps back to the bottom immediately upon release. This prevents me from viewing or interacting with parameters located at the top of the list. Additionally, some "expert settings" nesting buttons are observed to be flashing.

I only have standard peripherals connected to my PC (keyboard, mouse, webcam).

Reproduction:
Load any simulation.
Press Alt+4 to open simulation parameters
User is unable to permanently scroll up on the parameters window.

This issue appears to have resolved itself after a full PC restart.

The bug was encountered immediately after installing the software (version 4.12.2) and running it before any system restart had occurred post-installation. It persisted after restarting the software.

After restarting my Windows 11 machine, the scrollbar in the "Simulation Parameters" (Alt+4) window now functions correctly, and the nesting buttons are no longer flashing.

This suggests the issue might possibly be related to an incomplete initialization or a dependency requiring a system reboot to function correctly with the software. I am leaving the issue open as this behavior is still unexpected.
