Config CLI should be extended to support managing config on remote nodes in the cluster

In an effort to keep config in sync (e.g., add a new node to the cluster) the config CLI should be able to have an option or support for cascading changes on one node to all the other nodes in the cluster in a coordinated fashion

We currently use the ConfigCli from lib-config so this would either need a new CLI or lib-config needs to provide hooks to extend ConfigCli with pre/post hooks (e.g. a post hook for config setting could contact other nodes and do the same).
