The solr and jdk versions that are linked in the documentation of release alliance 1.16.2 do not work together:

What JDK and Solr versions would work together? :)

Your current version of Java is too old to run this version of Solr.
We found major version 8, using command '/home/user/codice/jdk//bin/java -version', with response:
java version "1.8.0_421"
Java(TM) SE Runtime Environment (build 1.8.0_421-b09)
Java HotSpot(TM) 64-Bit Server VM (build 25.421-b09, mixed mode)

Please install latest version of Java 11 or set JAVA_HOME properly.
