Improper Rendering of Creator role vs other roles.

Describe the bug
Matrix v12 created an infinite power creator role. The creator does not show up in version 12 rooms consistently under role permissions.

To Reproduce
Steps to reproduce the behavior:

1. Make a matrix version 12 room.
2. Invite another user into that room.
3. Give some of them admin role.
4. Roll the dice

Expected behavior
Ideally I'd like a creator role for the room owner. Actually ideally I'd like the room owner to be called Founder because that sounds more stately then "creator". But owner is what element uses if you prefer to stay consistent with them, which I wouldn't argue against.
