So we've been having a weird issue since you've rolled out your new admin panel. It's caused previously deleted emails to be moved back to the draft folder. Those emails return a 404 error when requested via https://api.constantcontact.com/v2/emailmarketing/campaigns/{id}. I fixed the problem by re-deleting the emails but you may want to send an advisory out to your customers alerting them to this issue.
