Integrate `mini-swe-agent-v2`

We currenlty have mini-swe-agent vendered in as the agent framework. mini-swe-agent v2 now supports function calling by default which might show better performance comparable to agent sdk.

We can add this as mini_swe_agent_v2 and register as a new agent framework.
