Payment Provider Rule "Discount Percent" not for shipping costs

When I apply a Payment Provider Rule, I expect this rule to be applied only to the cart value and not to include shipping costs.
It would be great if there was a checkbox here where you could select accordingly (exclude shipping costs or cart only or something like this)

@alex-jungwirth the rules are called payment-provider-rules so the assumption is to use the "payment-total" value, since that is what the payment provider gets from us ;). From our point of view, it is behaving like expected.

If you need changes here, you can create custom actions.

@dpfaffenbauer maybe it is behaving like expected, anyway it would be a good feature as it was requested from a shop operator - and it makes sense, doesn't it?
