Primary navigation memory is problematic

Introduction

GH-682 introduced functionality to preserve primary navigation expansion state across page loads.

Problem

The current behaviour violates discrete navigation behaviour when visiting pages through deep links. For example, when visiting the link below, the navigation will most likely be expanded at a different spot if you visited the documentation before.
