cli chat function

Instead of the `generate` command, the user should be able to first start the runner (with the `serve` command) and then subsequently call the chat function to bring a cli chat interface. This will make it so the user can keep chatting without rerunning the generate command and then be able to exit it with a /exit or ctrl-d command
