implement a `sf_to_disk.frame` function

There some functions in {disk.frame} that can help with constructing a disk.frame inlcuding as.disk.frame and add_chunk.

This would be good to open the possibility of {disk.frame} to larger sf based datasets.

Happy to lend support in this regard if you intend to do that.
