Add setup.py

The project is missing setup.py so it can be installed via pip and to explicitly mark the dependencies.
Do I get 🥇 for the first issue?

Sorry for taking so long to respond - shows how much attention I pay to things. Yes - I suppose it should have a setup.py. I'll have to work out how to write one....
