Detail Guide for setting dotnet-devcert.pfx using cmd or powershell

In the process of setting up the azure-sdk-for-python project development environment in Windows, the following problems occurred.

After installing dotnet, something went wrong while registering the certificate in keyvalue, causing the environment variable to appear normally, but test.py to fail to run.
