UI upgrade of preferences view #20

Detailed Description
Currently the preferences view is very bare. It only contains the required fields for the two forms, which it holds to work. It would be good if the two forms were visually separated and both in their individual box.
Context
Even though this is just a one time stop for registration it would still be very nice to make the website look good.
Possible Implementation
I would encourage the use of bootstrap given that it is used throughout the project. It would also be better for the html changes to be placed in the individual templates for the forms (partner_preferences and personal_preferences)
