Improve UrlSearchParams handling of booleans #279
Description
Currently, UrlSearchParams#toString will include key names for parameters with falsey values.
Test: new UrlSearchParams(<Hash<any>>{ debug: false, foo: 'bar' }).toString()
Expected output: 'foo=bar'
Actual output: 'debug&foo=bar'
