Verify for broken links

As the project and repos evolve we might end up with broken links(or some extenal links might change, ex: https://github.com/eclipse-score/score/blob/f8ac0d9bb6e5ace7563a3d6747a874963f91a996/docs/platform_management_plan/project_management.rst?plain=1#L167C47-L167C213)

We need a CI workflows that checks for broken links in our repos.
