[FEATURE] Per-player ability to opt out of colors

Is your feature request related to a problem? Please describe.
Some users on my server are colorblind, so specific color ranges are a lot more difficult for them to see than other people.

Some ability for players to opt-out of having other peoples' names colored for them would be much appreciated.

Describe the solution you'd like, or the feature you want to see implemented
I'm not sure how feasible a solution this would be, but I was thinking it could be implemented via a command, like /name colors enable/disable. This flags a user as wanting colored names or not. If they're flagged as not wanting custom names, the server sends a version of the message to the client that has no colors included.

Describe alternatives you've considered
There seems to be no other solution to this problem, outside of restricting players to a pre-approved list of colorblind-friendly colors and not letting people choose their own colors.

Hi! Thanks for the suggestion. Accessibility is always very important to me, so I'll definitely try to work on this. I'll add opting out of colours, and a permission for using colours in names, so that that functionality can be disabled entirely as well. I'll hopefully be able to get to this soon.

Hi, I wanted to give you an update on how things are going with this. I did start working on a feature like this, but ran into a few major issues:

• Player names are sent in a lot of places (chat, tab list, scoreboard, above player head, etc., and, with mods/datapacks, possibly elsewhere too). I wanted the feature to work with everything at once, which is hard to do. You basically have to figure out to which player a piece of text is sent. I managed to work around this, but I'm not too happy with the approach, and it could damage performance, I have yet to test that.
• Once you do know to which player a piece of text is sent (and if they have name colours/formatting disabled), you have to "search" for any player names within the piece of text, and strip their formatting. I haven't figured a good way around this yet, it turned out to be quite a bit more complicated than I would have liked, especially since you have to be careful not to strip formatting of other things that shouldn't be stripped, and you have to do this in a way that doesn't hurt performance (since a lot of texts are sent every tick in Minecraft, taking a while to search every text could very much hurt performance).

The latter point is the main problem I'm facing at the moment. I'm not really sure if there's a good solution. I'll try to think about it a bit more, but this is how things are for now.
