Add pre-commit hook

Expected Behavior

As developer which use multiple git accounts (~/.gitconfig, private, client1, client2...ect. )

I want to be able to commit only from a specific email

so I don't by mistake commit from other git accounts

Actual Behavior

If I have an access SSH access to repo I can push to this repository from any account which should not happen.
