Unable to unpack files even with password

Hi,

I am unable to unpack attachments from a pdf file.
I have user password but it is asking for owner password. why is it so?
I am not trying to modify pdf file. I just want to unpack attachements using user password provided by the sender of the pdf document.

What shall i do? is it a bug? or i am missing something?
