Community solutions are excluded when they should not

I've noticed that when I was the first to post a solution to the `connect` exercise, my solution was never shown under the community solutions. Jeremy investigated this and confirmed on Discord that it was excluded by the representer. This suggests there's an issue with the representer incorrectly excluding some solutions.
