Update FOCUS Validator to pull requirements model from "latest" release of the FOCUS repository

Now that we have formalised the plan for FOCUS releases of RM models we need to update the validator to look at the latest release for the most up to date copy of the models. We need to update the behaviour in the validator to perform this action correctly.
