It is 16s between docker.up to task is healthy: name=el_healthmon which is a very long time to wait on every restart. This could be happening because healthmon waits for a new block, which likely takes 12s: https://github.com/alexallah/ethereum-healthmon/blob/main/internal/execution/client.go#L45

It would be great to take this time down as much as we can.
