Allow port publishing

Implement some method of requesting port publishing from the routing container. Possibly the router, or a sidekick container can be running a server with which HTTP requests can be delivered. Environment variables can be set on the router to specify how to communicate with the router (or its sidekick).

For the tor-router, publishing would create a new service in a folder using the new container's name. The router can have those persisted as a volume in order to provide persistent addresses and the ability to provide a custom onion address.
