Add support for Adiak Data

• Add an example smoketest with Adiak
• Add build system framework for PERFFLOWASPECT_WITH_ADIAK along with a FindAdiak.cmake file.
• Utilize the adiak_register_cb() function to obtain adiak data in PFA. Update the c/runtime to have a callback registered that updates the otherData field in the pfw output file.
