[Parent] Create v2 of the experiments package

The goals for this section of the experiments package will be to slowly work on creating the first two classifier labels, standardizing the workflow as we go. We will take on an easy label Complaint and a harder label (tbd) such as a specific disposition.

Goals include:

• Standardize heuristics flow
• Standardize decision boundaries
• Connect DSPy fitting for decision boundaries
• Embed docket sample and add semantic search to docket viewer app
• Create system for caching semantic anchors, i.e. positive and negative similarity scores based on decision boundary examples
• Pretrain a tiny modernbert on docket text for cpu usage.
• Generate label schema and automatic dumping of decision boundary documentation
