Add changes so that TIMER works again.

I've found this:

With this it should be possible to move from PORTD to PORTB and thus freeing up pin 2 (and Timer0) (if I'm right...).

But following this page results in errors about const in asmcommon.inc and usbdrvasm16.inc

After consulting with the maker of USBaspLoader it looks like that disabling the TIMER is necessary to get it to work. So this is going to be a 'Won't fix'.
