Change cursor when scroll mode activated

Basically the title stated all:

• If we scroll down, cursor is pointed down.
• If we scroll up, cursor is pointed up.

I guess there are default cursors for this in macOS.

I tried to implement this originally but I just couldn't get it to work. It's difficult trying to get it to show the cursor change while the tool is not in focus

I'll try to do more research on this soon

There is an app that somehow implemented this; it’s not obvious how, though.
Don’t want to use it because their icon when the mode is active is ugly af.
