Opt-in Specialty List

We have a lot of talented developers who know their way around many different technologies. It may be in our best interest to create a tool that allows users to opt-in to a specialty.

For example, if a user is decently strong in PHP a command !php could list users, with or without @ mentions depending on how we want to proceed and what makes the best community experience.

Should we consider making this invite only? As in, "Hey, @neutraltone, I've noticed you're great at salty spreads and you've helped several members choose a yeast based condiment. Would you like to be added to !marmite?"
