Submissions of form with Annotate widget/Signature widget with default image described are marked as incomplete. #482

Aggregate v2.0 and 1.7, Java vx.x.x, ...
Problem description
Aggregate is recognizing submissions of form with default image described as incompleted.
Steps to reproduce the problem
- Fill the submission of the attached form on Collect
- Send the submission to Aggregate.
- Open Form Management/Submission Admin and choose the form from the dropdown list.
Expected behavior
Submissions should be displayed in submissions of that form, not in submission admin and incomplete instances.
