Bump to >= 1.11.0 of the OpenTelemetry dependencies #4931
Description
In the next major release, we should consider bumping to >= 1.11.0 of the OpenTelemetry.* packages since they've removed a bunch of dependencies from the OpenTelemetry packages in that release.
