windows support

At the moment windows is not tested despite the large developer/user base.
Here are some steps to get basic windows support working.

• figure out how to install windows dependencies
  • better way to use vcpkg install ffmpeg
• update Ci to also build for windows
• test meson windows build (should work out of the box)
• test cmake windows build (maybe also works out of the box) - done with v3.0.1

Things seem to compile fine on windows, I've made a vcpkg port. However shared builds don't work because you don't export any symbols.

oh, I had to patch a single definition that wouldn't compile in msvc since msvc doesn't support compound literals in c++ mode.

Checked building v3.0.1 on Windows with MS VS 2022 (cl.exe 19.44), without pkg-config and FFmpeg installed via vcpkg:

      -DPC_FFMPEG_LIBRARY_DIRS=D:\build\vcpkg\installed\x64-windows\lib ^

cmake --build build/win64vs2022 --config Release --target all

Used in the real project.

BTW, I can't found any pre-compiled FFmpeg distibutions for the software development. Just a tools.

conan carries pre-built ffmpeg libraries for all major platforms.

conan install --requires=ffmpeg/8.0.1
