Add SSL certificate to dev auth-service instance

System: authservice-dev.eastus2.cloudapp.azure.com

Current configuration is (I think) not set up for https access at all. A self-signed certificate should be fine for this environment.

Login URL that is expected to work:

https://authservice-dev.eastus2.cloudapp.azure.com:13003/api/auth/v20/login
