Update base docker image to `hubmap/api-base-image:1.1.0`

@jpuerto-psc I realized that the UTA is still using the old docker base image: https://github.com/hubmapconsortium/user-templates-api/blob/development/docker/Dockerfile#L2. When you get a chance, can you update to 1.1.0 and test out the docker build?
