Can't get the manifest file

I tried to create and deploy a protected image (used this lab https://github.com/ibm-wsc/ibm-cloud-hpvs-sbs-byoi-lab)
But I have a problem getting the manifest file.
After entering the passphrase twice, nothing happens for several hours:

OS: Ubuntu 18.04.5 LTS
gpg version: 2.2.4

Could you help?
