It is nice offer for us. Your attitude is VERY nice. (Pay for implementing even if that is under GPL)
These feature would be for everyone.
For implementing, there are a few problems.

1. Deadline
   Is there deadline?
   This project is in progress out of job-time. We pay time for 0.5-3 hours per day.
   In my plan, it takes about 80 hours (nearly 1 month).

2. Upload features

It is not clear for me about uploading.

Are you using https://github.com/visagio/redmine_file_custom_field ?
If you uses it, it is need to support REST API to the plugin.
This cannot be supported any way.

If upload to custom field, it may take more time for developing.

I am interested in uploading attachments to issues in OpenRedmine as well.
I personally would not need named fields, just regular attachments is fine.
My main use case would be to upload images taken by my phone's camera and attach them to an issue.
