invite-notify Extension

Implement the invite-notify capability described at https://ircv3.net/specs/extensions/invite-notify.html

• The notification is sent only when an OP does an INVITE
• Only channel OPs receive the notification who requested the invite-notify capability
• The s2s notification should be sent over ENCAP to all servers
