Enable log of the metadata changes

The traceability of the changes can be implemented with:
1. versionned cfg file so that multiple version of the metadata at file or dataset level can live together, only intial and latest would be needed.
2. the .cfg should contain a set of provenance fields (date, version, comment, author). to be refined with Heather.
