Implement File -> List Tags

List all tags in name/value pair for a given file.

Input values:

• FileId (the file id of the tags you want to get)

Output values:

• A list of:
  • File Id (text)
  • Name (text)
  • Value (text)

Input validation:
If the fileid is not found, then then provide the following error message: "File '{Id}' not found."
If the file has no tags, an empty list is returned (Count = 0)
