Add a check that DEPEND_0/1/2/3/etc is actually a string.

Currently, the ISTP compliance checkers in the xarray tools don't actually check if the DEPEND_X attributes are strings. Recently there was an error where someone put DEPEND_1=1, and the errors it caused were not at all obvious.
