combine_sub_events #12
Description
combine_sub_events is looking at the runoff_volume column, some have filled in the "storm_runoff_cubic_feet" and/or "storm_runoff_inches" columns instead. Need to either paste those values into the correct column in the raw file or be able to point "runoff_volume" in the function to the correct column name
