Company expenses vs. individual expenses

I think there should be a mechanism for worker-members to submit expenses (before or after purchase) to have the collective members vote on whether it should be paid by the collective or out of the developer's pocket, e.g. IDE upgrades vs. new smartphone when their current one is only a few months old and works fine...

Please vote on this if you think it would be a good idea.
